Bridges are the highest-consequence and least-documented assets on most short line and industrial properties. They were often built long before current ownership, modified without record, and inspected on no particular schedule. When a capacity question finally arises, usually because a customer wants to ship heavier cars, nobody can answer it from the file.

The FRA Bridge Safety Standards at 49 CFR Part 237 apply to track owners under FRA jurisdiction and require a documented bridge management program, not simply occasional inspection. The core obligations are:
A property with bridges and no program is exposed regardless of what condition the structures are actually in, because the obligation is to manage them demonstrably, not merely to have them standing.
Inspection scope depends on structure type. Timber trestles, the most common structure on short lines and older industrial property, are examined for pile and cap condition, decay at the ground line and at connections, stringer and deck condition, fastening condition, and evidence of movement or settlement.
Steel structures are inspected for section loss and corrosion, particularly at bearings, connections, and anywhere water collects, along with connection condition and bearing function. Concrete structures are examined for cracking, spalling, exposed reinforcement, and joint condition.
Drainage structures are inspected alongside the bridges because they usually determine bridge life. Culverts that are blocked, undersized, or collapsed redirect water into abutments and embankments, and scour is one of the fastest routes to serious structural loss. A culvert inspection is cheap; the embankment failure it prevents is not.
Recurring findings include decay in timber piles at the ground line where it is least visible and most structurally important, deteriorated caps and stringers, loose or missing connection hardware, section loss on steel at bearings and low points, blocked or collapsed culverts, scour around abutments and piers, vegetation growing into structures, and inadequate or missing walkways and handrails.
The most common finding of all is documentary rather than physical: no inventory, no capacity determination, and no inspection history. That is usually the first thing to correct, because without it there is no basis for deciding what any individual finding actually means.
Capacity is the question that eventually forces the issue. A customer wants to ship at 286,000 pounds, or the serving carrier asks what the bridges are rated for, and the answer has to come from documentation rather than from confidence.
Where capacity has never been established, that determination becomes the priority, since it governs what can operate over the structure today and what investment is required to change that. Inspection records then track condition against that rating over time, which is what turns a set of observations into a management program.
It applies to track owners under FRA jurisdiction who own bridges. Short lines and regional railroads clearly fall within it. Private industrial track owners should establish whether their trackage forms part of the general railroad system, since that determines the answer for both Part 213 and Part 237.
Part 237 requires periodic inspection at a frequency the owner defines within the regulation and documents, based on structure type and condition. Annual inspection is a common baseline, with more frequent attention where condition or traffic warrants it.
